Don't you know that laws nor constitutionalism apply when crisis occurs? You silly Congress couldn't possibly figure out a securitized loan with negative value, so we'll use your money to buy it without ever explaining why. Just know it's imperative to the national well-being. /of course, snark

Jeff, may you comment on the legalities of this? Is such a thing unprecedented, or are there other examples of decisions beyond review?
